Chips has been designed to display, process and analyse digital images and other spatial raster data (including digital elevation models). The following applications are supported:

GIMP
Besides having one of the more amusing names in software, GIMP is a very complete image manipulation software package. GNU Image Manipulation Package (GIMP) is free and has a well supported user community behind it. It has too many functions to list, essentially everything you could want to manipulate images, except the very remote sensing like tasks such as classifications.
GIMP supports the following platforms:

Image Converter
Image Converter .EXE is a fast and flexible image conversion program, which allows support for converting to over 15 formats. It features over 20 effects which can be applied in any conversion process, and even in batch mode. The included Image Conversion Wizard helps with a step-by-step dialog that allows you to select files, set conversion properties (JPG to BMP), apply effects, and set how the converted files will be named. Batch support in Image Converter .EXE allows you to easily add thousands of images to be converted, and with a single click Image Converter .EXE can then convert, rename and add effects in accordance with your settings. Image Georeferencer
This is a standalone tool to allow an image or raster data file to be given a spatial location for use in mapping software. This is done by clicking three points on the image and providing the real-world coordinates for those points. The image can optionally be rectified such that north is straight up. The appropriate world file will then be written. The image display and manipulation functionality comes from MapWinGIS.
Image Georeferencer is released under the Mozilla Public License 1.1.

Runs Everywhere
ImageJ is written in Java, which allows it to run on Linux, Mac OS X and Windows, in both 32-bit and 64-bit modes.
Open Source
ImageJ and its Java source code are freely available and in the public domain. No license is required.

Open and save all supported data types as TIFF (uncompressed) or as raw data. Open and save GIF, JPEG, BMP, PNG, PGM, FITS and ASCII. Open DICOM. Open TIFFs, GIFs, JPEGs, DICOMs and raw data using a URL. Open and save many other formats using plugins.

ImageMagick
ImageMagick® is a software suite to create, edit, and compose bitmap images. It can read, convert and write images in a variety of formats (over 100) including DPX, EXR, GIF, JPEG, JPEG-2000, PDF, PhotoCD, PNG, Postscript, SVG, and TIFF. Use ImageMagick to translate, flip, mirror, rotate, scale, shear and transform images, adjust image colors, apply various special effects, or draw text, lines, polygons, ellipses and Bézier curves.
The functionality of ImageMagick is typically utilized from the command line or you can use the features from programs written in your favorite programming language. Choose from these interfaces: G2F (Ada), MagickCore (C), MagickWand (C), ChMagick (Ch), ImageMagickObject (COM+), Magick++ (C++), JMagick (Java), L-Magick (Lisp), NMagick (Neko/haXe), MagickNet (.NET), PascalMagick (Pascal), PerlMagick (Perl), MagickWand for PHP (PHP), IMagick (PHP), PythonMagick (Python), RMagick (Ruby), or TclMagick (Tcl/TK). With a language interface, use ImageMagick to modify or create images dynamically and automagically.
ImageMagick is free software delivered as a ready-to-run binary distribution or as source code that you may freely use, copy, modify, and distribute. Its license is compatible with the GPL. It runs on all major operating systems.

NIH Image
NIH Image is a public domain image processing and analysis program for the Macintosh. It was developed at the Research Services Branch (RSB) of the National Institute of Mental Health (NIMH), part of the National Institutes of Health (NIH).
A free PC version of Image, called Scion Image for Windows, is available from Scion Corporation. There is also Image/J, a Java program inspired by Image that "runs anywhere".
Image can acquire, display, edit, enhance, analyze and animate images. It reads and writes TIFF, PICT, PICS and MacPaint files, providing compatibility with many other applications, including programs for scanning, processing, editing, publishing and analyzing images. It supports many standard image processing functions, including contrast enhancement, density profiling, smoothing, sharpening, edge detection, median filtering, and spatial convolution with user defined kernels.
Image can be used to measure area, mean, centroid, perimeter, etc. of user defined regions of interest. It also performs automated particle analysis and provides tools for measuring path lengths and angles. Spatial calibration is supported to provide real world area and length measurements. Density calibration can be done against radiation or optical density standards using user specified units. Results can be printed, exported to text files, or copied to the Clipboard.
System Requirements
Image requires a color capable Macintosh and at least 4MB of free RAM. 32MB or more of RAM is recommended for working with 3D images, 24-bit color or animation sequences. System 7.0 or later is required. Image directly supports, or is compatible with, large monitors, flatbed scanners, film recorders, graphics tablets, PostScript laser printers, photo typesetters and color printers.

Opticks
Opticks is an expandable remote sensing and imagery analysis software platform that is free and open source.
If you've used commercial tools like: ERDAS IMAGINE, RemoteView, ENVI, or SOCET GXP, then you need to give Opticks a try. Unlike other competing tools, you can add capability to Opticks by creating an extension.

Paint.NET is free image and photo editing software for computers
that run Windows. It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. An active and growing online community provides friendly help, tutorials, and plugins.
It started development as an undergraduate college senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the Microsoft Paint software that comes with Windows, it has grown into a powerful yet simple image and photo editor tool. It has been compared to other digital photo editing software packages such as Adobe® Photoshop®, Corel® Paint Shop Pro®, Microsoft Photo Editor, and The GIMP.

XV
XV is an interactive image manipulation program for the X Window System. It can operate on images in the GIF, JPEG, TIFF, PBM, PGM, PPM, XPM, X11 bitmap, Sun Rasterfile, Targa, RLE, RGB, BMP, PCX, FITS, and PM formats on all known types of X displays. It can generate PostScript files, and if you have ghostscript (version 2.6 or above) installed on your machine, it can also display them.
XV runs on most Unix/Linux platforms. Note, running this software on windows is possible but is not that straight forward as it has to run in X-windows so you have to install emulators.
XV is shareware and the developers need to eat. There is a suggested donation of $25 for the continued use of their software.
